Context
Adobe Sign feature is not available for the UT Dallas community.
Explanation
Adobe recently removed the Adobe Sign Individual entitlement from the University of Texas at Dallas license. Adobe was previously providing this limited version of Adobe Sign as a courtesy.
Why Was it Removed?
With the 2018 release of the all-new Acrobat DC, users received access to new tools and functionality to better work with PDFs across mobile devices, the web, and desktop, plus all-new collaboration tools. Users can still add signatures by using the Fill & Sign tools in Acrobat DC.

There is also no way to "Request Signatures" in Adobe as there was previously.
